Well the old Strawberry Shortcake (from the 70s at least) had the mob cap. The modern Straberry Shortcake has a hat more like a straw hat with wide brim and a striped ribbon/bow around it. You could replicate a very close one starting with a premade straw hat from the craft store, painting or dying it pink, and tying around striped ribbon. Maybe hot glue a plastic strawberry in there too.
