I have a pair of tiny,very short, loose fitting shorts but the crotch keeps riding up. What should i do?

There is a contradiction here. If they are loose as you say the fabric is not under tension. Somewhere you have a bad fit. Walk back and forth in front of a mirror and see if you can see where it starts to ride up. Then cut a few stitches and or move them.
