You don't need a circular needle if you can count the stitches you would need for the neck band. Just put the amount on a straight needle and since it is ribbed add 2 more stitches for fastening it together and then sew it to the neck. [You will have to finish off the stitches that go around the neck to do this.] If you have a short needle of any kind you can slip the stitches on that and use it as a substitute for the cable needle [which I did for many years] being careful not to drop the stitches .
