you dont seem to be overweight at all. but an empire waist dress would definitely hide the bulges. As for being flat chested you should try victorias secret demi or balconet bras they're great. on fair complexions you can wear darker colors like blue and green and red and look great but i prefer to see a rosy pink or a seagreen. its just prettier for summer.
