Could someone help me find a sewing pattern for this?

I have to sew this outfit. I can find plenty of pirate patterns, but NONE of them have a collar like that. It doesn't necessarily have to be as massive as that one, but I just need a collar that goes up and down like that one. Every pattern I find, they lie flat.
Can someone please help me? I've been searching for ages and can't find one. x__x
