I need to make bloomers for a costume coming up, but I have no idea how.... Bloomers are like puffy shorts.... I am a teenager and I can sew, so no toddler patterns please

These are basically made like the salwar pants, except that the legs in bloomers are basically straight tubes, gathered to the torso section and again at the ankle.
If faking it would work, just sew gathered tubes of fabric for the legging portion, and baste the top of the tube to pettipants or long underwear or pj pants.
